The former head of the Anticorruption Prosecutor’s Office, Viorel Morari, was released from criminal investigation in the case of illicit enrichment. An ordinance in this regard was signed by Stela Barbă, prosecutor in the Prosecutor’s Office for Combating Organized Crime and Special Cases.
The reason for Morari’s removal from criminal investigation is that the prosecutors failed to gather evidence to charge the suspended head of the anti corruption prosecution office.
“According to the provisions of art. 63 of the Criminal Procedure Code, the criminal investigation body is not entitled to maintain as suspect the person in respect of whom a recognition order was issued in this capacity for more than three months, and with the consent of the prosecutor general or his deputies, for more than six months ”, it is shown in the ordinance.
The prosecutor also invoked that in February-March, the criminal investigation body sent rogatory letters to six countries, asked for judicial expertise in the field of energy and accounting, to accumulate evidence, but they were not executed, and the six-month term of suspecting Viorel Morari as a suspect, has expired on June 19. Currently, in the same criminal investigation the brother-in-law of Viorel Morari, whose status of suspects was later established, is still under criminal investigation. Previously, Oleg Morari, the brother of the former head of the Anticorruption Prosecutor’s Office, also had the status of suspect, however he was removed from investigation in April for lack of evidence.
We remind you that the General Prosecutor, Alexandr Stoianoglo, brought public accusations against Viorel Morari and his relatives, of money laundering and illicit enrichment. According to Stoianoglo, Viorel Morari and his mother, who for two years had official income of only 2,500 lei, in 2014 made nine transactions of depositing cash on the bank account of the company “to increase the statutory capital” in total amount of 3.8 million lei.
Also in 2014, the brother of Viorel Morari, built and put into operation a Petrol station in Țaul village, Dondușeni district, worth 3.5 million lei. The same company, in the period 2016–2018, installed three wind turbines for electricity production, the value of investments amounting to over 14.2 million lei. According to the tax returns for 2016–2017, the company declared a profit of over 6.5 million lei. Stoianoglo also said that Viorel Morari allegedly put pressure on the Board of Directors of the National Agency for Energy Regulation and, as a result, he was approved a tariff of 1.13 lei / kW, higher than for ten other similar companies.
The accusations brought by the General Prosecutor are also found in the anonymous letter from 5 December, 2019. After publication, LTD Irarom-Grup came with a reaction in which it rejected the accusations, describing them as “distorted information that bears a clear discrediting character “.
Currently, Viorel Morari has the status of accused in the criminal case filed by prosecutors for abuse of office and forgery in public documents. The case is under examination at the Chisinau Court.
Viorel Morari has repeatedly stated that the criminal cases against him are done at the political order of Igor Dodon after he decided to restart the criminal case regarding the alleged financing of the Socialist Party from abroad the “Bahamas Papers”.
